The Notice of Referendum has been placed on PC noticeboards including key dates e.g. when postal votes are required
A Referendum will held on Thursday 17 March 2022 to decide the following question:
Do you want Test Valley Borough Council and Wiltshire Council to use the Neighbourhood Plan for West Dean and West Tytherley to help decide planning applications in the neighbourhood area?
Polling Cards will be distributed on 10 Feb to all those on the electoral roll

NDP UPDATE FOR BOTH PARISHES 1 NOVEMBER 2021
Since reporting on progress with our Neighbourhood Plan in June 2021 and subsequent updates to the two Parish Councils in August, September and October, it is timely to provide this current update to all parishioners along with a forecast for the future.
In mid-August the Regulation 16 draft NDP consultation with a wide range of interested bodies and individuals ended. The results can be found on Test Valley web site and in part on the two village web sites.
Following a second Habitat Regulations Assessment (HRA) and Strategic Environmental Assessment (SEA), the Regulation 16 draft NDP was submitted in September 2021 to the examiner Mr David Hogger BA MSc MRTPI MCIHT for independent review (normally 8 weeks).
The examiner did not identify any very significant and obvious flaws which would prevent the examination to proceed. Nevertheless he asked a number of questions of detail from both the Local Councils and the two Parish Councils. The questions and the answers provided can be seen under Tab Regulation 16 of this NDP website http://wdwtplan.org.uk/
Responses from Test Valley Borough Council (TVBC) and from the NDP Steering Group on behalf of the Parish Councils are important and should be read carefully if you want to know the position taken on your behalf.
The Examiner’s report should be completed in November and this will be followed by a TVBC decision statement in November/ December. The current forecast is for the NDP to be issued for Referendum early in the New Year.

NDP UPDATE FOR BOTH PARISHES 1 DECEMBER 2020
In September, after six months of no progress due to COVID 19, the NDP Steering Group, working together with the Parish Councils, WCC and TVBC, have completed The Regulation 16 draft Joint West Dean and West Tytherley Neighbourhood Development Plan. It was sent formally to TVBC (Lead LPA) and WCC, along with the Basic Conditions and Consultation Statements, by the clerk to the Parish Councils on 1 December 2020.
The earlier Regulation 14 draft and evidence base remains available at Consultation (Reg 14). A new tab Consultation (Reg 16) contains the full Reg 16 submission along with the supporting documents.

NDP UPDATE FOR BOTH PARISHES 17TH MARCH 2020
The NDP Steering Group (SG) has produced a well advanced, but not yet complete, draft Regulation 16 NDP for the two parish councils (PCs) to forward as a best and final offer to Wiltshire Council and Test Valley Borough Council.
The current draft follows the wide consultation at Regulation 14 last summer, a deep analysis of the comments received and a decision to better define the objectives and policies that ensue without changing fundamentally our vision.
Both local authorities and SG members have been working closely to help us proceed towards a Referendum, including a further screening (by the end of March) and agreeing the addition of Buckholt within the area covered. The next and vital stage would be for the local authorities and an independent examiner to scrutinise (normally over 12 weeks) the formal draft when issued.
Given all our efforts are now are focussed on overcoming the current Coved 19 contagion, the draft is on hold, SG suspended and the referendum will clearly not take place before the autumn or even beyond.
Alan Bannister (SG chairman) has collated and examined all the recent comments on the draft from SG and PC members. He has held discussions with certain stakeholders where that is appropriate. He will not publish the draft more widely while he takes stock of all the evidence and completes the Basic Conditions and Consultation Statements.
He would like to thank all the parishioners and planning officers who have dedicated a lot of time to this important work. He will continue to hone the draft and adapt to new government and local authority policy.
WE ARE NOT GIVING UP ON OUR VISION TO HELP PRESERVE AND SUSTAIN OUR BEAUTIFUL RURAL COMMUNITY. HOWEVER IT WILL HAVE TO BE SET IN THE CONTEXT OF A NEW, AS YET UNCERTAIN, COUNTRY AND WIDER WORLD.
HELPING OUR COMMUNITY THROUGH THE CRISIS REQUIRES OUR FULL ATTENTION.
The Neighbourhood Plan
The introduction of neighbourhood planning is part of wider challenges to the planning system in the Localism Act 2011. The Act claims to shift decision making from central government to communities and councils. Neighbourhood planning helps town and parish councils to prepare a plan for their area, in close consultation with residents, businesses and other local organisations. Neighbourhood Plans are for the social, economic and environmental wellbeing of everyone in the community.
The West Dean and West Tytherley Parish councils have decided to co-operate to produce a joint Neighbourhood Plan for both parishes to ensure the parishes' heritage interests and local environment settings are protected, and local residents are proud and protective of those features that give the area its sense of place and sense of identity. The plan will hopefully go to referendum in Autumn 2019.
